Abstract: Community schools were created in Ohio to provide additional educational options for children in low-performing schools and to develop innovative teaching and management techniques that may be transferable to traditional public schools. In 1997 the Ohio General Assembly required the Legislative Office of Education Oversight (LOEO) to evaluate the community school initiative in Ohio. This is the fourth in a series of five reports that evaluate the ongoing implementation of community schools and their impact on student academic achievement and on Ohio's education system as a whole. This fourth report consists of two volumes. Volume I contains LOEO's findings, conclusions, and recommendations. Part 1 of Volume I contains background information on community schools and a description of the studies used for the report. Part 2 discusses implementation factors and issues of community schools. Part 3 addresses the financial impact of community schools on Ohio's educational system. Part 4 discusses community schools' impact on educational programming, marketing, and customer service. Part 5 contains conclusions and recommendations and a discussion on the impact of community schools in Ohio. Each part contains a summary. To supplement the text are 11 exhibits (tables, graphs, and maps). Also included are 11 appendices. (WFA)
