Abstract: Early Head Start is a comprehensive, two-generation federal initiative begun in 1995 aimed at enhancing the development of infants and toddlers while strengthening low-income families. This report contains information from the Survey of Early Head Start Programs. Beyond the need for an updated picture of the Early Head Start program, the Survey of Early Head Start Programs was designed to build on earlier impact and implementation studies to provide information to support program improvement in Early Head Start. Five main research questions guided the study: (1) What are the characteristics of Early Head Start programs? (2) Who is served by Early Head Start programs? (3) What services do Early Head Start programs provide? (4) How are Early Head Start programs managed and staffed? and (5) Do key program subgroups differ in their characteristics and if so, how? Program background and early research and evaluation projects are discussed, including performance measures and survey approach. Findings are examined in five major areas: (1) community and family characteristics; (2) program approaches to service delivery; (3) program management and staffing; (4) program partnerships; and (5) subgroup analyses. The document concludes with a discussion of implications for program planning and future research. Four appendixes include: (A) Survey of Early Head Start Programs; (B) Expanded Description of Survey Data Collection Methods; (C) Pilot Tests of Program Rating Scales in Early Head Start Site Visits; and (D) Supplemental Weighted Tables. (Contains 21 figures and 39 tables.)
