| Abstract: | This brief presents select findings from "The Conversion of Enrollment Slots from Head Start to Early Head Start (HS2EHS) Case Studies," six case studies of grant recipients that converted enrollment slots from Head Start to Early Head Start in 2021. This brief focuses on how grant recipients "assess the need for conversion." The full report includes findings pertaining to the entire conversion process from start to finish. Specifically, this brief highlights findings related to the following research questions: (1) What motivates grant recipients to prepare for and convert enrollment slots?; (2) How do motivations vary based on policy, program, and/or community characteristics?; (3) How do grant recipients make decisions about conversion and assess community needs?; and (4) How do grant recipients determine if the program is meeting community needs? |
