Abstract: This report evaluates the Institute of Museum and Library Services' (IMLS) four grant programs specifically designed to support library and museum services in Native American, Alaska Native, and Native Hawaiian (Kanaka Maoli) communities. Conducted by a combination of Kituwah Services, LLC (Kituwah Services), ICF, and IMLS, the evaluation examined grant data from FY2015 to FY2021. The evaluation assessed the programs' effectiveness in meeting the needs of Native library and museum service providers and identified recommendations for improvement. While this executive summary provides overall findings across all assessments, the four primary sections of the report reflect the findings of the distinct evaluation efforts. The detailed methodology for each evaluation assessment are described in Appendix B: Methodology. This evaluation seeks to identify and understand opportunities for IMLS to improve grantmaking to Native American, Alaska Native, and Native Hawaiian communities beyond or in addition to those eligible entities it currently serves. The assessment found that IMLS's grant programs have made significant strides in supporting Indigenous libraries and museums, but also have numerous opportunities to enhance the impact of these programs. By addressing capacity-building challenges, expanding outreach to urban and rural communities, improving grantmaking processes, developing partnerships, and supporting performance measurement, IMLS can strengthen its support for Native cultural organizations and advance its mission of promoting self-determination and cultural preservation within Native Communities.
