Abstract: Policymakers continue to champion private school voucher programs as a way to improve educational outcomes through increased school choice. For nearly two decades Congress has supported vouchers in Washington, DC, providing federal funds for the Opportunity Scholarship Program (OSP) to allow low-income children to attend private schools in the nation's capital. Throughout this period, there have been legislative efforts to restrict and, most recently, expand the OSP. As calls to grow the program persist, it is important to assess whether program participation -- as measured by families' expressed interest in and use of scholarships -- appears consistent with that goal. This report explores that question, examining applications to the program and use of OSP scholarships offered in the years following Congress' 2017 update of the program. The report is part of the latest Congressionally-required evaluation of the OSP and was intended to set the stage for an in depth look at how the program is operating and how supports for families might be improved.
