Abstract: In November 2024, the New York State Board of Regents issued the "Vision to Transform New York State Graduation Requirements," a plan for high school education reform. To understand the context for this reform, this issue brief discusses New York's levels of student performance and state education spending, as well as a brief history of the state's Regents exams. The issue brief explains the New York State Education Department's four separate "transformations" that are part of the vision for implementing the Blue Ribbon Commission's recommendations on graduation requirements: (1) Adopt the New York State "Portrait of a Graduate"; (2) Redefine Credits; (3) "Sunset" Diploma Assessment Requirements; and (4) Move to One New York State Diploma for All Graduates. The report discusses the implementation of the new requirements and provides recommendations for the Board of Regents following an evaluation of performance-based learning and assessment.
