| Abstract: | Across Africa, ministries of education have made significant advances in broadening children's access to schooling. Education continues to be a high priority for governments across the continent. Of the 41 African countries that submitted a National Statement of Commitment at the Transforming Education Summit, 93 per cent committed to increasing domestic financing for education -- a significantly higher proportion than the rest of the world (66 per cent). To support governments with evidence-based insights to maximize the impact of increased investment, the results presented in this report synthesize research led by UNICEF Innocenti -- Global Office of Research and Foresight together with UNICEF country offices and ministries of education in 33 countries. The significance of this synthesis is underpinned by the scale of its underlying research sources: UNICEF's Data Must Speak, Teachers for All and Time to Teach programmes rely on ministry-owned data from over 167,000 schools, supplemented by field research with over 5,500 teachers, across the continent. The focus of this paper is on Investing for Outcomes. This evidence synthesis is organized around three core investment and policy streams in education: workforce, curriculum and infrastructure. Transforming education systems in Africa necessitates these areas to work coherently in support of common goals. Each policy area plays an important role. |
