| Abstract: | The aim of this research was to gather the views of key stakeholders in local special educational needs and disability (SEND) systems about the impact of Safety Valve on local areas. Safety Valve is a government intervention programme for local authorities (LAs) in England with the highest deficits in their dedicated schools grant (DSG) relating to high needs expenditure. Overall, 38 LAs signed Safety Valve agreements with the Department for Education (DfE) between the financial years 2020-21 and 2023-24. The research was not designed as an evaluation of the Safety Valve programme itself. Instead, its purpose was to gather views from parents and carers, and leaders of education settings, health services and LAs about the impact of strategic initiatives linked to Safety Valve agreements and learning that could inform local policy and practice. The research took place between November 2024 and May 2025, and involved in-depth discussions with local SEND system leaders -- from organisations representing parents and carers, education settings, health services and LAs -- in 10 local areas with Safety Valve agreements.
