Abstract: Across the nation, school districts are facing a persistent teacher retention crisis that carries significant costs, not just financially, but in the continuity of learning, the strength of school cultures, and the trust of communities. Teacher retention is not a passive outcome but the direct result of intentional, systemic, and people-centered leadership. It is the product of a school climate where educators feel valued, a professional culture that invests in their growth, and a support system that honors their well-being. This toolkit is designed to be a practical guide for school leaders, moving beyond diagnosing the problem to providing a framework of actionable strategies, evidence-based practices, and reflective tools. It is organized into five interconnected parts, each addressing a crucial lever for improving teacher retention, and will help build districts where every educator, from the first-year teacher to the seasoned veteran, feels seen, supported, and empowered to make a long and impactful career serving students.
