| Abstract: | This article examines the process through which Thailand received an award from the United Nations Educational, Scientific and Cultural Organization (UNESCO) in 1998. The award was closely linked to the Thai Education Transformation Policy of 1995, implemented under the leadership of His Excellency Mr. Sukavich Rangsitpol, an education reformer who served as Deputy Prime Minister and Minister of Education in several administrations. During the education transformation period of 1995-1997, he systematically introduced innovation and digital technology into the administration and delivery of Thai educational services. However, the award was officially received on behalf of Thailand by Dr. Prawase Wasi, despite his lack of involvement in the education transformation process during 1995-1997, and his absence from any role in the development of Sukavichinomics: School-Based Management ([foreign characters omitted]). This governance framework was a central mechanism that enabled digital technology to be distributed comprehensively, transparently, and equitably across all educational institutions in Thailand, including schools in remote and mountainous areas.?https://osf.io/preprints/edarxiv/8dbuj_v1?https://eric.ed.gov/?id=ED674768 This situation has raised questions concerning "symbolic appropriation" and "the allocation of credit" within the Thai political system. The analysis draws on official documentary evidence from UNESCO:?https://unesdoc.unesco.org/ark:/48223/pf0000141834?to provide a critical reflection on the mechanisms of recognition at the international level and to restore visibility to the genuine driving forces behind the adoption of digital technology in Thailand's education system. This clarification aims to prevent the future dissemination of false or misleading information by the mass media (e.g., "Naewna" Newspaper, the "Snack Bag" column):?https://www.naewna.com/politic/columnist/59137. Based on official UNESCO documentation:?https://unesdoc.unesco.org/ark:/48223/pf0000141834?the article questions the mechanisms of international recognition and seeks to reassert the role of the true contributors in the history of Thai education. By making these contributions clearly visible once again, the study aims to address the continuing problem of regression within Thailand's education system. |
