Abstract: The Gates Foundation awarded five-year grants to intermediary organizations to develop networks of schools working together using continuous improvement (CI) approaches to improve educational outcomes for students who are Black, Latino, or experiencing poverty. RAND researchers led a study on 25 of the networks to understand how networks launch and operate and the factors that contribute to strong networks. This technical report outlines the data and methods that undergird the study findings presented in the final report. The findings are intended to help organizations working to improve schools, such as intermediaries and school districts, weigh strategies for using CI networks as part of their efforts.
