| Abstract: | In 2024, the legislature passed Senate Bill 1532 (2024), which directs Oregon Department of Education (ODE) to develop, implement, and report on the Immigrant/Refugee Student Success Plan (IRSSP). The Plan establishes a statewide framework to improve educational access, belonging, and outcomes for Oregon's immigrant and refugee students and families--the state's fastest-growing and most diverse student populations. The IRSSP is the nation's first comprehensive and coordinated initiative to address systemic barriers faced by immigrant and refugee students that impede their academic, social, and emotional success. Challenges such as language acquisition, cultural adjustment, discrimination, and economic instability create gaps in access to opportunities and outcomes. The IRSSP ensures that every student, regardless of birthplace, language, immigration status or experience, has access to high quality, culturally responsive education through the following framework which gives both the direction and the accountability needed to drive meaningful change for students and families. The 2024-2025 IRSSP grantee cohort made foundational progress toward building a coordinated, culturally grounded system of support for Oregon's immigrant and refugee students and families. Across all grantees, the most frequently addressed statutory objectives reflected statewide priorities around family engagement, academic transitions, and culturally responsive teaching.
