Abstract: House Bill 2644 was passed in 2013 and incorporated as ORS 329.901. The statue directs the Oregon Department of Education (ODE) to report information about the total number of students in classes and the total number of licensed or registered teachers regularly assigned to students in kindergarten through grade 12 classes to the Legislative Assembly. This report is due February 1 of each year and covers the prior school year. ODE works in partnership with school districts, educational service districts, and community partners to foster equity and excellence for every learner. They believe that every student should have access to a high quality and well-rounded learning experience. The Department strives to give each student meaningful opportunities to learn that prepare them for their postsecondary plans. To assess and achieve equity goals, ODE must see that policy, practice, rules, and laws allow increased resources, educational rigor, and opportunities are shared with historically and currently marginalized students and families. Class size reporting and course-taking patterns allow ODE to study these opportunities directly by seeing who are taking classes, and indirectly by measuring class size medians. Class Size remains a critical issue for educators and families in Oregon. Parents often contact ODE's front desk expressing concerns about their child's large class size. ODE shares information about how districts determine class sizes in Oregon, balancing classroom space and staff resources. Class size is also a point of discussion during teacher contract negotiations and strikes.
