Abstract: In 2023, the Ascendium Education Group awarded the Pell Institute and Partners (known as the Pell Collaborative) a Phase I grant titled "Exploring TRIO's Capacity to Provide Career Development to Low-Income Students." The focus of the descriptive study was the potential to enhance opportunities for low-income students to participate in evidence-based, high-impact, and best-practice career services by leveraging and fostering increased partnership initiatives between the grantee institution's TRIO grant projects and Career Centers at the TRIO program grantee host institutions. The project aims to improve the services' capacity and effectiveness through collaborative partnerships. The project was conceptualized as involving two Phases. The first Phase, for which this is the final report, was a preliminary fact-finding phase to increase understanding of the current levels of cooperation, barriers to enhanced partnership collaborative services, and career development best practices. The study also examined TRIO practitioners' awareness of and use of best practice career services. A primary intended outcome of the Phase I work is to help formulate a Phase II pilot project embodying institutional partnerships to foster increased career development for low-income and first-generation college students. The hope was and remains that through this study, the project can better understand how to foster the evolution of a higher educational ecosystem that will give each person the best chance to learn about, thrive in, earn a living, and contribute to their unique time in history.
