| Abstract: | As states and districts increasingly move toward high-quality instructional materials (HQIM), there is growing urgency to understand whether and how these materials are effective. Yet evidence of HQIM efficacy remains limited, in part because HQIM is a complex, long-term implementation process that requires substantial supports and transformation across systems. This paper examines the significant measurement challenges involved in conducting rigorous studies of HQIM implementation in mathematics and aims to help the field better understand those challenges, as well as the ways WestEd is working to address them. The paper emphasizes that understanding curriculum implementation and impact ultimately requires insight into how teacher-student-content interactions align with the ideals embedded in the curriculum and whether those interactions influence student outcomes. Capturing this alignment is difficult: curriculum ideals may not be clearly communicated or understood, collecting classroom-level data can be time-consuming and costly, and less intensive implementation measures often carry limitations that make it hard to draw clear conclusions in dynamic district environments. These considerations are critical for researchers and state and district leaders seeking to make sense of HQIM implementation and impact. |
