Abstract: The State Policies Impacting CTE: 2025 Year in Review report marks the 13th annual review of Career Technical Education (CTE) and career readiness policies from across the United States. In 2025, ACTE and Advance CTE tracked 172 CTE-related policies across 49 states, the most since before the COVID-19 pandemic. States enacted policies such as expand funding for short-term CTE programs, establishing work-based learning tax credits for employers, studying the impact of high school industry-recognized credentials, developing dual-credit standards for agriculture/forestry programs and many other related topics. This report does not describe every policy enacted within each state but instead focuses on policy trends across the nation.
