Abstract: This study analyzes the status of scientific research and development efforts in the Kingdom of Saudi Arabia, and then sheds lights on the potential for excellence in this area in terms of organization and structure, financing and partnership, and human resources. Accordingly, the study reviews both achievements and indicators of underdevelopment in the subject mentioned above.
