| Abstract: | The American Council on the Teaching of Foreign Languages (ACTFL) oral proficiency interview -- computer (OPIc) testing system represents an ambitious effort in language assessment: Assessing oral proficiency in over a dozen languages, on the same scale, from virtually anywhere at any time. Especially for users in contexts where multiple foreign languages are relevant, this utility cannot be overstated. Quality assurance has not been unduly sacrificed in ACTFL's implementation of the OPIc, as shown by studies of rating quality. Although there are some concerns with the mechanism for form selection and the comparability of forms and prompts (within and across languages), ACTFL has largely succeeded in bridging the traditional strengths of the OPI with the practical affordances of the OPIc. ACTFL and Language Testing International (LTI) can also be commended for offering to the general public modular assessments of language ability (separate and independent tests of speaking, reading, writing, and listening), so that stakeholders who require measures of language skills à la carte can obtain them. |
