Approximately 1,200 people including babies, children, women, elderly, and Holocaust survivors were massacred, burned alive and mutilated. Two hundred and forty three children, social workers, elderly and sick civilians, Holocaust survivors and soldiers were kidnapped; some of whom remain hostage in Gaza more than 500 days after the brutal attack. This article addresses the response of international social work organizations to the events of October 7th. Analysis reflects a distorted and false presentation of the brutal massacre and ensuing events. The failure of international social work to condemn terrorist activities and the events that followed promote and advance a moral and ethical platform for xenophobic racism, negating the social work position of standing with those who have been and are oppressed. |

The failure of international social work to condemn terrorist activities and the events that followed promote and advance a moral and ethical platform for xenophobic racism, negating the social work position of standing with those who have been and are oppressed.</p> <p>Keywords: International social work organizations; post truth: social work education</p> <hd id="AN0183760890-2">Introduction</hd> <p>Social work is a profession that is committed to anti-oppressive theory, practice and research (Dominelli, [<reflink idref="bib2" id="ref1">2</reflink>]; Strier, [<reflink idref="bib11" id="ref2">11</reflink>]; Thyberg, [<reflink idref="bib12" id="ref3">12</reflink>]). Although the origins of anti-oppressive social work appear to be rooted in fundamental social work values, in fact anti-oppressive social work has been critiqued as both a theory and practice that embraces a progressive worldview, holding loyal to particular truths regarding privilege, power and justice, entitlement and disentitlement (Vanderwoerd, [<reflink idref="bib13" id="ref4">13</reflink>]) and disregarding others. According to Vanderwoerd ([<reflink idref="bib13" id="ref5">13</reflink>]), these truths may in fact serve to promote oppression rather than to combat it as they aspire to "solidify [its] commitment to specific progressive causes" (p. 154). Progressive "truths" may negate more layered worldviews and the contexts and social relationships within which oppression unfolds. Furthermore, the promotion of a certain set of anti-oppressive truths can in fact squander the experiences of the peoples that the profession seeks to serve and thereby become "site[s] of oppressive practice" (Lee, [<reflink idref="bib7" id="ref6">7</reflink>], p. 4380).</p> <p>International social work associations and federations serve as umbrella organizations for national social work branches and schools of social work. They commit to the values of social justice, human rights, anti-oppressive and anti-racist approaches, and the development of best social work practices. They are expected to uphold these approaches in the face of wrong doing. However, following the events of October 7th organization communications failed to endorse a clear standpoint supporting these values.</p> <hd id="AN0183760890-3">Historical context-Israel and the Gaza Strip</hd> <p>Post-truth standpoints oftentimes ignore historical facts and contexts. As D'Ancona ([<reflink idref="bib1" id="ref7">1</reflink>]) states, "we are living in a new age in which clandestine technologies exploit big data and social media, manipulating, polarizing and entrenching opinion. A climate has arisen where trust has evaporated, conspiracy theories thrive, the authority of the media has wilted and emotions matter more than facts" (p. 1). To address the discourse of the international organizations after the 7th of October, it is important to create a contextual, factual timeline of the events related to the relationship between Israel and Palestinians in and around Gaza prior to the October 7th massacres. During the 1967 six-day war, Israel captured the Gaza Strip together with the Sinai Peninsula from Egypt. In 1970, the first of many Israeli settlements was established in the Gaza Strip. In 2005, based upon an Israeli Government decision, Israel disengaged from Gaza. Twenty one Israeli settlements in the Gaza Strip were unilaterally dismantled, Israeli residents of these settlements were relocated and the Israeli military was redeployed along the border.</p> <p>In 2006, the Hamas terrorist organization was elected and seized control of Gaza in 2007 (Roy, [<reflink idref="bib10" id="ref8">10</reflink>]). Since 2007, Hamas has carried out hundreds of terrorist acts against Israel, and in particular rocket fire with an increasing intensification in the types and numbers of rocket fire. Other forms of aggression have included balloons sent from Gaza to Israel that caused wildfires upon landing and the construction of tunnels from Gaza to Israel, some of which were used to enable Hamas militants to cross under the border. To combat this, the Israeli Defense Forces (IDF) conducted military operations in the Gaza Strip to contain the Hamas regime (Roff, [<reflink idref="bib9" id="ref9">9</reflink>]).</p> <p>On October 7, 2023, Hamas, together with Jihad terrorists broke through Israel's security border walls, launching an attack on Israeli civilians and soldiers in the kibbutz and moshav communities and army bases located in the area adjacent to Gaza. Thousands of Hamas terrorists as well as Palestinian civilians participated in the attack committing violations of international law and war crimes (Human Rights Watch, [<reflink idref="bib5" id="ref10">5</reflink>], https://<ulink href="http://www.hrw.org/news/2024/07/17/questions-and-answers-hamas-led-armed-groups-october-7-2023-assault-israel">www.hrw.org/news/2024/07/17/questions-and-answers-hamas-led-armed-groups-october-7-2023-assault-israel</ulink>). Approximately 1,200 people including babies, children, women, elderly, and Holocaust survivors were massacred, burned alive and mutilated. Parents witnessed the execution of their children. Children witnessed the murder of their parents. Entire families were wiped out. Women and young girls where brutally raped. Two hundred and forty hostages were kidnapped, including thirty children, three social workers, elderly and sick civilians, and soldiers. To date, there are still 101 hostages in Gaza including young women and children. The testimonies of the horrors of that day and its aftermath are now being reported and documented. Forty thousand residents of the Gaza Envelop, the southern western Negev region of Israel were evacuated from their homes, displaced with no home to return to. Among those kidnapped and murdered were social workers and their families.</p> <p>Chen Goldstein Almog, a social worker from Kibbutz Kfar Aza, was kidnapped to Gaza with her three children following the murders of her husband and daughter. Chen and her surviving children were held hostage in Gaza for fifty days until their release. Ditza Heymann, an 84-year-old social worker, who specialized in care for children and youth at risk, was kidnapped from her home in Kibbutz Nir Oz leaving behind lifesaving medication and eyeglasses. She remained hostage in Gaza for 53 days and as is the case for all of the hostages, was not visited by the International Red Cross and not provided with medical care. Lilach Kipnis, a social worker from Kibbutz Beeri, who engaged in trauma prevention and therapy with children was murdered in her home during the Hamas massacre. Eleven of her family members have been held hostage by Hamas in Gaza.</p> <hd id="AN0183760890-4">International social work organizations and their response following the events of October 7t...</hd> <p>The International Federation of Social Workers (IFSW) and the International Association of School of Social Work (IASSW) serve as umbrella organizations for national social work branches and schools of social work. As noted, they commit to social work values and best practices. Despite this commitment, official statements released by the IFSW and the IASSW following the events of October 7th suggest a political post-truth position as opposed to an anti-oppressive standpoint. Communications by the organizations included newsletter statements, letters forwarded to the organizations by the authors and two private letters sent to the authors by organization members. While the amount of communication was limited, it is possible to examine the available content as the timeline of their release and the events of the war progressed.</p> <p>Days after the massacre, initial statements by the organizations chose to respond with messages of <bold>"bothsidesism"</bold> addressing the humanitarian crisis in the Middle East rather than focusing on the unparalleled and unprovoked actions of the Hamas terrorist organization against Israeli civilians (IFSW, statement October 12th 2023; IASSW News Letter Nov. Dec. 2023). These statements were significantly different from those made by the same international organizations following Russia's invasion into the Ukraine when they unilaterally supported the Ukraine against Russian terrorism (IASSW, statement Feb.26 2022).</p> <p>Towards the end of December, 2023, IFSW statements as they related to the Israeli-Palestinian aftermath of October 7th had dramatically changed to <bold>a one-sided position</bold> in regard to the situation of social work colleagues. The IFSW released a statement calling for the immediate release of the "unwarranted arrest" of the Palestinian colleague Munther Amira (statement posted on December 21st, 2023). On the other hand, the IFSW Board failed to recognize either Ditza Heymann or Chen Goldstein Almog, Israeli colleagues abducted and held hostage in Gaza and Lilach Kipnis, an Israeli colleague who was murdered.</p> <p>On February 27, 2024 the IFSW issued a statement entitled "IFSW Supports Global Statement of Humanitarian Leaders Calling for an Immediate Ceasefire in Gaza." This statement was an escalation from one – sided positioning to a statement that <bold>withheld information</bold>, leaving the reader with a limited and distorted understanding of reality. The IFSW called for "adequate resources for UNRWA" yet did not expose the fact that on January 26th 2024 UNRWA announced it was investigating allegations of the involvement of a dozen of its employees in the October 7th Hamas attack on Israel. Those being investigated included a Palestinian social worker- Faisal Ali Mussallem al-Naami, an employee of the UNRWA agency that abducted the body of an Israeli man from Kibbutz Be'eri. The abduction was recorded on the video from the Hamas terror groups during the October 7th massacre (Fabian, [<reflink idref="bib3" id="ref11">3</reflink>]). More recently, the Israeli Foreign Ministry reported the death of a UNRWA agency employee responsible for the murder of more than a dozen young Israeli Nova Music Festival participants who crowded into a bomb shelter seeking safety on the morning of October 7th.</p> <p>The IFSW statement issued on February 27, 2024 also referred to "the ongoing destruction of cultural and educational institutions, with almost total destruction of schools, universities, religious sites, and other places of historical significance."</p> <p>However, the IFSW refrained from stating that Hamas used UNRWA facilities for its own purposes and built parts of its massive underground network of tunnels and military facilities underneath the UN organization's sites thus turning the Palestinian people into human shields. Tunnels were used to transport and manufacture weapons, to move Hamas terrorists underground and to invade, attack and abduct Israelis (https://<ulink href="http://www.idf.il/en/),">www.idf.il/en/),</ulink> many of whom were murdered while captive in the tunnels and many of whom remain there until today, more than one year after the October 7<sups>th</sups> attack. This information was not reported in the IFSW statement nor was the fact that Israel warns Palestinian civilians to evacuate areas of military action by dropping leaflets, calling by phone and texting prior to any attack (https://youtu.be/ZiYHcqz0Mxs).</p> <p>The final statement of the IFSW entails <bold>False News</bold> as presented in its statement of March 28, 2024: "The decision of the so-called Hebrew University in Jerusalem to stop Professor Nadra Shalhoub-Kevorkian has been suspended due to her condemnation of the genocidal crimes committed by the occupying state against our defenseless people in Gaza Strip and because she signed a petition condemning the aggression along with 2000 academic and scientific figures from different countries in the world." The Hebrew University had suspended Prof. Nadera Shalhoub-Kevorkian, after an interview on the Channel 14 News Station in Israel where she demanded the abolition of Zionism and claimed that Zionism is a criminal movement. Finally she stated that she <emph>denies</emph> that there were sexual assaults and murders of children on the seventh of October (https://<ulink href="http://www.timesofisrael.com/hebrew-university-suspends-senior-lecturer-who-called-for-abolishing-zionism">www.timesofisrael.com/hebrew-university-suspends-senior-lecturer-who-called-for-abolishing-zionism</ulink>). In this last statement she goes against one of the most important values of social work- <emph>believing and standing with the victims</emph>. At no point did the IFSW take a stand with the Israeli victims. One of the most horrific events ignored by all of the international social work organizations was the brutal sexual violence and desecration of Israeli girls and women by Hamas and Jihad on the 7th of October and those in captivity in Gaza. The atrocities committed by Hamas and Jihad against the Israeli population resemble those committed by ISIS in Sinjar (Hassan et al., [<reflink idref="bib4" id="ref12">4</reflink>]). Testimonies and videos collected from survivors, medical teams and Disaster Victim Identification reveal unimaginable cruelty (McKernan, [<reflink idref="bib8" id="ref13">8</reflink>]). These acts were also reported by UN Special Representative of the Secretary-General on Sexual Violence in Conflict, Ms. Pramila Patten in the U.N (Meeting # 9572ND held on 11 March 2024) after visiting in Israel. Although sexual violence against women has come to the forefront across the globe as an issue concerning all of the international social work organizations (IFSW March 21 2020, June 26 2018; IASSW -Oct.15.2023, March 282,021), the horrifying sexual brutal attack on Israeli women was <bold>not</bold> mentioned in any of the statements by the international organizations in the October 7 aftermath.</p> <p>Overall, the IASSW chose not to condemn Hamas and Jihad acts on innocent babies, children, women and men but preferred to position the atrocities as part of the context of the on-going Israeli-Palestinian conflict. This is contrary to their reference to the situation in the Ukraine-Russian war where they denounced Russia for its aggressiveness.</p> <p>The authors of this commentary wrote letters to the IASSW and IFSW seeking recognition of the atrocities October 7, hoping for a word of solidarity with Israeli social work colleagues and in condemning Hamas and Jihad for the atrocities they committed. To date, more than a year after the massacres there has been no official response from any of the international organization. Two international organization members sent individual letters of solidarity.</p> <hd id="AN0183760890-5">Implications for social work education</hd> <p>The international organizations of social work hold positions of power and privilege and influence professionals, students, and schools of social work. When organizational communications that students and professionals are exposed to is distorted and the context suppressed, there is a confusion regarding the oppressed and the oppressor. Moreover, there is a disregard and a distortion of right and wrong. In this post-truth position international social work organizations and academic institutions around the world framed Israel prior to October 7th as the oppressor while framing Palestinians as peace fighters. In this context, the atrocities of October 7th are viewed as legitimate; but is rape, beheading, burning civilians alive and removing the fetus from a woman's body ever legitimate?</p> <p>When violent pro-Palestinian demonstrations were conducted in Columbia University, smashing and barricading doors, chanting, "Free, free, free, free, Palestine, <emph>from the river to the sea</emph>," all filmed on video footage (White, [<reflink idref="bib14" id="ref14">14</reflink>]) the IFSW released a statement (May 3rd [<reflink idref="bib6" id="ref15">6</reflink>]) stating that "The Education Commission of the International Federation of Social Workers, expresses its steadfast support for the social work students and staff who have courageously participated in the pro-peace encampments at Columbia University and other major universities across the United States.... It is heartening to see our future social workers lead by example, demonstrating their commitment to <emph>social justice</emph>.... As social workers, it is our ethical duty to <emph>stand in solidarity with those who seek justice and peace"</emph>. This statement clearly identifies what a social work student/professional <emph>must be</emph> in order to be considered a promoter of social justice, human rights and peace. "From the river to the sea" is a reference to the land between the Jordan River, which borders eastern Israel, and the Mediterranean Sea to the West. This is a demand for <emph>Israel's destruction</emph>. Giving legitimacy to students calling for the destruction of Israel and failing to condemn terrorist activities as part of a claim for social justice, peace and human rights, provides students and professionals with a moral and ethical platform for xenophobic racism and negates the social work position of standing with those who have been and are oppressed. Approximately 1,200 people including babies, children, women, elderly, and Holocaust survivors were massacred, burned alive and mutilated. Two hundred and forty three children, social workers, elderly and sick civilians, Holocaust survivors and soldiers were kidnapped; some of whom remain hostage in Gaza more than 500 days after the brutal attack. This article addresses the response of international social work organizations to the events of October 7th. Analysis reflects a distorted and false presentation of the brutal massacre and ensuing events.
