| Abstract: | Policies in educational administration play a crucial role in driving the quality of education and enhancing the effectiveness of managing educational processes and available resources to maximize their benefits. Therefore, research is essential to developing policy proposals that keep pace with ongoing changes. The objectives of this research were threefold: 1) to investigate the components, current state, desirable state, and necessary needs in educational management towards the effectiveness of the Provincial Education Office (PEOs); 2) to develop policy proposals for management for the effectiveness of PEOs; and 3) to evaluate the policy proposals for the educational management for effectiveness. The research is policy research and employed a Multiphase Mixed-Methods Research design, structured into three phases corresponding to the research objectives. The sample comprised 260 participants, including Provincial Education Officers, Deputy Provincial Education Officers, and Division Directors from 26 PEOs. The sample size was determined using the Krejcie and Morgan formula, with a confidence level of 0.95 and stratified random sampling. Data collection instruments included a 5-level rating-scale questionnaire, structured interviews, focus-group discussions, and an evaluation form. Statistical analyses encompassed frequency, percentage, standard deviation, the Modified Priority Needs Index (PNI[subscript modified]), and content analysis. Research Findings: 1) Components of educational management for PEO effectiveness comprised three primary domains: (1) PEO educational management (11 indicators); (2) PEO Effectiveness (3 standards, 11 indicators); and (3) Policy proposals (6 components), 2) The current state of educational management for PEO effectiveness was overall at a high level, while the desirable state was overall at the highest level. The necessary needs for development, ranked by the Modified Priority Needs Index (PNI[subscript modified]) from highest to lowest, were: Achievement in organizational management and educational administration, Effective educational promotion and support, and organizational management toward excellence, 3) The policy proposals for the educational management for PEO effectiveness consisted of 6 components: (1) Vision, (2) 4 Mission, (3) 4 Goals, (4) 4 Strategies, (5) 25 Key Performance Indicators (KPIs), and (6) 23 Guidelines for Implementation, and 4) The evaluation results of the policy proposals for PEO educational management effectiveness indicated an overall highest level across all three aspects: appropriateness, feasibility, and usefulness. |
