Abstract: The author reviews "Scales for Assessing Emotional Disturbance-Second Edition" (SAED-2; Epstein & Cullinan, 2010), an assessment system primarily designed to assist in determining eligibility for special education services under the category of emotional disturbance (ED), as defined by the "Individuals with Disabilities Education Improvement Act of 200" (IDEA, 2004). The SAED-2 was created to help select IEP goals, supplement functional behavior analysis, and facilitate research. It consists of a norm-referenced, 45-item teacher rating scale, for students aged between 5 years and 18 years and 11 months. The second edition adds two supplemental forms: an Observation Form and the Developmental/Educational Questionnaire. The Rating Scale covers each of the 5 characteristics to qualify as ED, according to IDEA 2004 (i.e., inability to learn, relationship problems, inappropriate behavior, unhappiness or depression, and physical symptoms or fears). Scores from these subscales are used to calculate an overall estimate of emotional/behavioral difficulties, the Rating Scale Index (formerly SAED Quotient).
