| Abstract (English): | Introduction: In today's democratic context, human rights and sustainability are global political commitments that must be incorporated into public policies at the local level. Objective: To evaluate how the 2030 Agenda is incorporated into development planning and management in a sixth-category municipality in Antioquia, Colombia, identifying progress and barriers to its implementation. Methodology: The research adopts a qualitative approach with an exploratory and descriptive design. Document review and content analysis techniques are used. The findings reveal deficiencies in the articulation of human rights principles and sustainable development goals within the municipal development plan. Conclusions: The study highlights the need to strengthen municipal planning through strategies that ensure the cross-cutting integration of a human rights approach in the territory. | Abstract (Spanish): | Introducción: En el contexto democrático actual, los derechos humanos y la sostenibilidad son compromisos políticos a nivel global que deben incorporarse a las políticas públicas en el ámbito local. Objetivo: Evaluar cómo se incorpora en la planificación y gestión del desarrollo en un municipio antioqueño de sexta categoría en Colombia, la agenda 2030, identificando avances y barreras en su implementación. Metodología: La investigación adopta un enfoque cualitativo con un diseño exploratorio y descriptivo. Se emplean técnicas de revisión documental y análisis de contenido. Los hallazgos evidencian deficiencias en la articulación de los principios de derechos humanos y los objetivos de desarrollo sostenible dentro del plan de desarrollo municipal. Conclusiones: El estudio subraya la necesidad de fortalecer la planificación municipal a través de estrategias que garanticen la integración transversal del enfoque de derechos humanos en el territorio. | Abstract (Portuguese): | Introdução: No atual contexto democrático, os direitos humanos e a sustentabilidade são compromissos políticos em nível global que devem ser incorporados às políticas públicas em nível local. Objetivo: Avaliar como a agenda 2030 é incorporada ao planejamento e à gestão do desenvolvimento em um município de sexto nível em Antioquia, Colômbia, identificando progressos e barreiras em sua implementação. Metodologia: a pesquisa adota uma abordagem qualitativa com um desenho exploratório e descritivo. Foram utilizadas técnicas de revisão documental e análise de conteúdo. Os resultados evidenciam deficiências na articulação de princípios de direitos humanos e metas de desenvolvimento sustentável dentro do plano de desenvolvimento municipal.
