| Abstract (English): |
This article offers a situated reading of rights-based community mental health services in Chile. Drawing on specialized literature, programmatic experience, and recent findings from the Sectoral Evaluation of Mental Health conducted by DIPRES, it identifies principles for understanding what makes a network genuinely community-based, which tensions threaten its meaning, and which criteria are useful to assess it. It focuses on access, continuity of care, treatment, rehabilitation, staffing, territorial intersectorality, and information systems for management. It argues that the current challenge is not only to defend the community model, but to provide it with the material, institutional, and ethical conditions required for it to genuinely care. Este artículo propone una lectura situada de los servicios comunitarios de salud mental basados en derechos en Chile. A partir de literatura especializada, experiencia programática y hallazgos recientes de la Evaluación Sectorial de Salud Mental elaborada por DIPRES, identifica principios para comprender qué vuelve comunitaria a una red, qué tensiones amenazan su sentido y con qué criterios conviene evaluarla. Se detiene en acceso, continuidad, tratamiento, rehabilitación, equipos, intersectorialidad territorial e información para la gestión. Sostiene que el desafío actual no es solo defender el modelo comunitario, sino darle condiciones materiales, institucionales y éticas para que realmente cuide. [ABSTRACT FROM AUTHOR] |
