Abstract (English): This article intends to analyze how the health good or the right to have health protection should be distributed, following the definition established by the Mexican Constitution. This legal definition will be contrasted with the way in which the expenditure on health is actually distributed and financed, and the implications of this. The distribution of this expenditure, in turn, will be compared to another social good of great relevance: education, which consumes an even larger proportion of the national fiscal resources. Finally, the article will suggest a possible explanation for this fact and provide some ideas regarding its implications. [ABSTRACT FROM AUTHOR]
Abstract (Spanish): Este artículo tiene como objetivo analizar cómo debe distribuirse el bien salud, o el derecho a la protección a la salud, partiendo de la definición que establece la legislación mexicana. Se mostrará el contraste entre la definición constitucional y la forma en que se ha distribuido y financiado, en la práctica, el gasto en salud, así como sus implicaciones. A continuación se realizará una comparación con otro bien social de gran relevancia, la educación, mismo que consume una proporción de los recursos fiscales nacionales aun mayor que el bien salud. Finalmente, el artículo propone una posible explicación a este hecho y esboza algunas ideas sobre sus implicaciones. [ABSTRACT FROM AUTHOR]
