| Abstract (English): | This article alerts to the necessity of studies of Sanitation of the Environment, in its physical portion related to the ground, due to migration of pollutants proceeding from landfills, urban solid residues, through the ground. The analysis of the Sanitation of the Environment (or Ambient Sanitation) aims to take care of the accepted definition for the OMS (World-wide Organization of the Health): "Control of the factors of the human being physical environment that exert or can exert deleterious effect on its mental or social well-being "; however the definition of the International Foundation: "Way of living, quality of life expressed in salubrity conditions, like clean house, clean farm, clean commerce, clean industry. Being a way of life, it must come from the people, being fed for knowledge and grow in the relations human beings, not only as ideal, but as obligation." The data gotten with this study can come to be increased in the development of projects based on the attendance the performance criteria. All project, where it makes notice the presence of work of ground engineering, whose objective, either the final destination of urban solid residues has demonstrated that the civil engineer, in its course of graduation acquires knowledge of Basic Sanitation, but not of Sanitation of the Environment, therefore, it occurs to the necessity of the knowledge of other professionals. Among these professionals the microbiologists, that have been awkward in telling to the engineers, the necessary one, and the engineers haven't been able in interpreting the function of the microbiologists in the practical projects. It is obvious, that it has the necessity to endow with engineering knowledge, the microbilogist, as well as, of microbiology the engineer. In this way the project will take care of as many conditions of Ground Engineering how much of Sanitation of the Envrionment, in view of that in our days so that a project is considered complete it will have to take care of the following feasibility studies technique, economics, financial, legal, politics, social and ecological techniques. | Abstract (Spanish): | Este artículo destaca la necesidad de estudios de Saneamiento del Medio, específicamente, acerca de la cuestión que se refiere al suelo, debido a la emigración de substancias poluentes provenientes de residuos sólidos urbanos a través del mismo. El estudio del saneamiento ambiental pretende satisfacer tanto la definición aceptada por la OMS (Organización mundial de la Salud), que plantea: "Es el control de los factores del medio físico del hombre que ejercen o pueden ejercer un efecto nocivo sobre su bienestar físico, mental y social", cuando la definición expresada por la Fundación Internacional, que establece: "Modo de vivir, calidad de vida expresada en condiciones de salubridad, con casa limpia, hacienda limpia, comercio limpio, industria limpia. Siendo un modo de vida, por el bien del pueblo, ser alimentado por el saber y crecer en las relaciones humanas, no solo como ideal, sino como obligación". Los resultados obtenidos en este estudio pueden ser adicionados al desarrollo de proyectos basados en la atención a criterios de desempeño, ya que todo proyecto, donde se hace notar la presencia de obras de Ingeniaría de Suelos e cujo objetivo sea el destino final de residuos sólidos urbanos, han demostrado que: en la Ingeniaría Civil, en su curso de graduación, adquiere conocimientos de saneamiento básico, pero no de Saneamiento del Medio, por eso, surge la necesidad de conocimientos de otros profesionales, entre ellos, los microbiólogos, que no han sido capaces de trasmitir para los ingenieros lo necesario; e los ingenieros, por outro lado, han sido incapaces de interpretar la función de los microbiólogos en los proyectos prácticos. Es aqui que el proyecto cumplirá tanto las exigencias de la Ingeniería de Suelos cuanto las exigencias de Saneamiento del Medio, llevando en consideración que en la actualidad, para que un proyecto sea considerado completo, deberá satisfacer los estudios de viabilidad técnica, económica, financiera, jurídica, política, social y ecológica.
