Abstract (English): The article study from qualitative research the banking labor certification movement in Brazil, from some perspective: state regulation - Brazilian Central Bank (BACEN), certification agencies, labor unions and banking. The research addresses the labor relations within the banks are affected by the role of the state in its regulatory function (in terms of sectoral and qualification policy rules), by employers (associations and federation) in their determination of shares of forms of work organization. It was found that the Brazilian government through its regulatory institutions changes the context of the powers in the banking sector leading to the practice of certification of workers by banks operating in Brazil. It concludes that banking labor certification results from the Central Bank regulation and negotiations about its structure and content with and between banks organizations. In the last ten year, more than 500.000 banking sought labor certification for improving their skills. This process which runs under state regulation occurs without union interference although professionally press workers of that area. [ABSTRACT FROM AUTHOR]
Abstract (Portuguese): O artigo delineia, por meio de pesquisa qualitativa, o movimento de certificação de trabalhadores bancários no Brasil, sob a perspectiva da regulação do Estado - Banco Central do Brasil (BACEN), das certificadoras, dos sindicatos de trabalhadores e dos bancários. Verificou-se que as relações de trabalho no interior dos bancos são afetadas pelo papel do Estado em sua função reguladora (em termos de normas setoriais e políticas de qualificação), e pelas entidades patronais (associações e federação) em suas ações de determinação das formas de organização do trabalho. Constatou-se, ainda, que o Estado brasileiro por meio de suas instituições reguladoras modifica o contexto das competências no setor bancário induzindo à prática de certificação dos trabalhadores pelos bancos que atuam no Brasil. Conclui-se que a certificação bancária resulta de regulação do BACEN e é negociada em sua forma e conteúdo, com e entre as organizações do setor. Em dez anos, mais de 500 mil bancários já buscaram a certificação para aquisição de competências. Este processo - que sob a égide da regulação do Estado ocorre sem a interferência dos sindicatos - pressionando profissionalmente os trabalhadores da área. [ABSTRACT FROM AUTHOR]
