| Abstract: | The article presents a case study of the concept of just-in-time (JIT) production in scientific merit review. In April 2002, at approximately the same time as the JIT policy was implemented, investigators from within Veterans Affairs Health Services Research and Development Service (VAHSR&D) commenced an evaluation of the policy. VAHSR&D's Management Consultation Program, the sponsor of the evaluation, specified that the timeline for completion be limited to 15 months. The evaluation incorporated both qualitative and quantitative approaches to data collection and analysis. |
