| Abstract (English): | Cultural policies are an international analysis field to the international policy, social sciences and cultural studies. After 2005 Convention, its application is a current problematic. In Cuba there are limited publications about the topic, together with the insufficient presence of the nation, in the reports Re/Shaping Cultural Policies of 2015 and 2018; a contradictory fact, due to the transversality and externality of culture, in the last 20 years of its socialist model. This aspect motivated the study of cultural policy in the revolutionary State, taking the "post-2015" stage as a historical-contextual reference. The main objective of the work is to expose the application of the methodological framework of the 2005 Convention. In its theoretical-methodological approach, references of sociology and the materialist conception of history are shown. For the review of documentary sources, historical-logical method and documentary analysis were used. In the conclusions, results are shown in the areas of support for sustainable systems of cultural governance and promotion of human rights, while it is suggested to include actions of transparency and information on the areas: public media, digital environment, association with civil society and mobility of artists. | Abstract (Spanish): | Las políticas culturales son un campo de análisis de la política internacional, las ciencias sociales y los estudios culturales. Su aplicación tras la Convención de 2005 es una problemática vigente. Sobre el tema, en Cuba se evidencian escasas publicaciones, unido a la insuficiente presencia de la nación, en los informes Re/Pensar las políticas culturales de 2015 y 2018; hecho contradictorio, por la transversalidad y externalidad de la cultura, en los últimos 20 años de su modelo socialista. Este aspecto, motivó el estudio de la política cultural gubernamental revolucionaria, tomando como referente histórico-contextual la etapa "post-2015". El principal objetivo del trabajo es exponer la aplicación del marco metodológico de la Convención de 2005. En su enfoque teórico-metodológico, se muestran referentes de la sociología y la concepción materialista de la historia. Para la revisión de las fuentes documentales, se utilizó el método histórico-lógico y el análisis documental. En las conclusiones, se muestran resultados en las áreas de apoyo a los sistemas sostenibles de gobernanza cultural y promoción de los derechos humanos, a la par que se sugiere, incluir acciones de transparencia e información sobre las áreas: medios de comunicación públicos, entorno digital, asociación con la sociedad civil y movilidad de los artistas.
