| Abstract (English): |
Cities and territories have become key actors in addressing global challenges such as the environment, migration, poverty, inequality, and more. Increasingly interconnected, they must confront both local and global forms of violence that affect their governance. In this context, cities and territories should be spaces of welcome, human security, and coexistence. As our shared home, they must be free from violence, guided by care, and committed to educating for the peaceful resolution and transformation of inevitable conflicts. Cities and territories are crucial spaces for fostering governance that is close to the people, promoting public policies committed to global justice, peaceful coexistence, freedoms, and fundamental rights. To support this effort, a conceptual and methodological framework has been developed to guide the formulation and implementation of municipal policies through a Local Agenda for Peace and Coexistence. This Agenda seeks to build communities rooted in a culture of peace, justice, and human rights--rejecting all forms of violence and strengthening institutions that are stable and trustworthy for citizens. Las ciudades y los territorios se han convertido en actores clave frente a desafíos globales como el medio ambiente, las migraciones, la pobreza, las desigualdades, etc... Cada vez más interconectados tienen que enfrentar violencias locales y globales que impactan en su gestión. En este contexto, las ciudades, los territorios deben ser espacios de acogida, de seguridad humana y de convivencia. Como hogar común, deben estar libres de violencias, regirse por los cuidados y educar para una resolución y transformación pacífica de los inevitables conflictos. Las ciudades y los territorios son espacios clave para impulsar gobernanzas cercanas a la ciudadanía, promoviendo políticas públicas comprometidas con la justicia global, la convivencia pacífica, las libertades y los derechos fundamentales. Para apoyar en este empeño, se ha desarrollado un marco conceptual y metodológico que guía la formulación e implementación de políticas municipales a través de una Agenda Local de Paz y Convivencia. Esta Agenda busca construir comunidades basadas en una cultura de paz, la justicia y los derechos humanos, excluyendo cualquier tipo de violencia y fortaleciendo instituciones estables y confiables para la ciudadanía.
