Abstract (English): Artificial intelligence (AI) is transforming the way societies produce knowledge, make decisions, and manage collective risks. Yet its impact varies widely across countries. Based on the UNDP 2025 Global Survey on AI and Human Development and the 2024 and 2025 Human Development Reports, this article argues that AI can expand human agency when integrated into inclusive institutions and supported by more equitable international cooperation. The results show a clear divide linked to the Human Development Index (HDI), a composite measure of health, education, and income. Low- and medium-HDI countries tend to view AI with optimism, anticipating greater productivity and improved access to services, while very high-HDI countries foresee potential losses of control and autonomy. These perceptions reflect structural vulnerabilities and differing expectations about the future. The article proposes three areas for action: technological co-creation, human–machine complementarity, and multi-actor governance. It argues that building people-centered AI governance frameworks, capable of avoiding losses of autonomy and the deepening of inequalities, requires safeguarding human agency and steering AI toward cooperation and collective well-being. Abstract (Spanish): La inteligencia artificial (IA) está transformando la forma en que las sociedades producen conocimiento, toman decisiones y gestionan riesgos colectivos. Sin embargo, su impacto varía ampliamente entre países. Basado en la Encuesta Global sobre IA y Desarrollo Humano 2025 del PNUD y los Informes de Desarrollo Humano 2024 y 2025, este artículo sostiene que la IA puede ampliar la agencia humana cuando se integra en instituciones inclusivas y se acompaña de una cooperación internacional más equitativa. Los resultados muestran una clara división asociada al Índice de Desarrollo Humano (IDH), una medida compuesta de salud, educación e ingresos. Los países de bajo y medio IDH tienden a ver la IA con optimismo, anticipando mayor productividad y acceso a servicios, mientras que los de muy alto IDH anticipan la posible pérdida de control y autonomía. Estas percepciones reflejan vulnerabilidades estructurales y expectativas distintas sobre el futuro. El artículo propone tres áreas de acción: co-creación tecnológica, complementariedad humano–máquina y gobernanza multiactor. Se sostiene que construir marcos de gobernanza de la IA centrados en las personas, capaces de evitar pérdidas de autonomía y nuevas desigualdades, requiere proteger la agencia humana y orientar la IA hacia objetivos de cooperación y bienestar colectivo.
