| Abstract (English): | The article analyzes the treatment of the State in *Peripheral Capitalism: Crisis and Transformation*, a work by Raúl Prebisch that represents the final stage of his thinking on development in Latin America. It highlights the tension between the integration of economic, social, political, and cultural dimensions of development and the proposed transformation based on technical rationality and state planning. Prebisch argues that peripheral capitalism is characterized by structural inequality, the appropriation of surplus by the elites, and dynamic insufficiency, which generates political and social crises, including the “hypertrophy of the State” as a response to exclusion and insufficient private employment creation. Although he recognizes the State as a space of conflict and power relations, his normative proposal assumes a strong and rational State that collectively regulates the use of surplus, without fully detailing the institutional mechanisms for this. The article situates this vision within the context of Latin American thought on the State, from classical structuralism to neostructuralism, and emphasizes the relevance of the dilemma posed by Prebisch regarding how to reconcile democracy and capitalist development in peripheral societies. | Abstract (Spanish): | En este artículo se analiza el tratamiento del Estado en Capitalismo periférico. Crisis y transformación, de Raúl Prebisch, obra representativa de la última etapa del pensamiento del autor sobre el desarrollo, cuyo proceso de elaboración estuvo estrechamente vinculado a los debates publicados en la Revista de la CEPAL. A partir de un estudio sistemático del libro y de algunas de las discusiones que este suscitó, se muestran las tensiones analíticas de difícil resolución que emergen entre el intento de Prebisch por integrar las dimensiones económicas, sociales, políticas y culturales del desarrollo y su propuesta de transformación, que apela a la racionalidad técnica y a la planificación estatal. El artículo refleja tanto el carácter innovador de esta última fase del pensamiento de Prebisch como algunas de sus limitaciones teóricas, y subraya los desafíos contemporáneos de pensar el Estado desde una perspectiva crítica.
