Objective: To evaluate how tax benefits applied to public-private calls have contributed to the development of research projects, infrastructure, and medical technology in the Colombian health sector, as well as to identify challenges related to territorial equity, transparency, and fiscal efficiency.
Methodology: The study employs document review, interviews with institutional actors, and secondary data analysis to examine how fiscal incentives and co-financing mechanisms have promoted innovation, sustainability, and the expansion of health services.
Results: The results show that the application of tax benefits, such as those established in Decree 697 of 2020 and the Mincultura – CoCrea strategies, is associated with an increase in research projects, infrastructure, and medical technology in both public and private entities.
Conclusions: It is concluded that these benefits constitute an effective instrument for advancing the health sector, although challenges related to territorial equity, transparency, and fiscal efficiency remain and require attention to maximize their impact. |
