Abstract: Using an in-depth emerging country public sector case study, that of the Indian Railways, this paper contributes to the literature by drawing upon resource orchestration theory to portray how successful ecosystem-based business model utilization and operationalization occur in a context in which disruptive technologies are embraced. We achieved our aim by applying the theoretical lens of resource orchestration during the process of structuring (resources), bundling (capabilities), and leveraging (capabilities). We employed Fuzzy TISM to identify and rank the enablers of value creation by adopting disruptive technologies. Fuzzy-TISM is an extension of fuzzy set theory and is used in developing the hierarchies among various factors in a study. Our findings portray how factors such as collaboration with partners, financial resources, resource structuring, IT infrastructure, managerial knowledge, and resource leveraging enable firms to create value. Our findings on one hand, portray the existing ecosystem-based business models and, on the other hand, reveal and capture—across the abovementioned three levels of analysis—the various challenges and success factors that our case study organization had faced and overcome.
