Abstract (English): The purpose of the paper is to present a validated analytical framework for assessing the institutional conditions of online teaching in higher education. A descriptive study was performed using content analysis techniques, interviews and focus groups. The method included theory, fieldwork, and academic teamwork, and an intersubjective consensus was sought between various teams of participants (expert researchers, basic and specialized users of online teaching) who assessed the clarity, relevance, coherence, and adequacy of dimensions and indicators. As a result, a framework was developed including seven dimensions: institutional policy, institutional organization, institutional regulations, institutional plans and programs, online educational model, teachers' working conditions, and infrastructure and equipment. The work concludes by supporting the use of the proposed framework as a guide for selfassessment of institutional conditions that further the quality of online teaching. [ABSTRACT FROM AUTHOR]
Abstract (Spanish): El propósito de este trabajo es presentar un marco analítico validado para la evaluación de las condiciones institucionales de la enseñanza en línea en educación superior. Se realizó un estudio descriptivo utilizando técnicas de análisis de contenido, entrevistas y grupos de discusión. El método integró la teoría, trabajo de campo y trabajo colegiado, buscando el consenso intersubjetivo de los diferentes equipos de participantes (investigadores expertos, usuarios especializados y de base de la enseñanza en línea) que valoraron la claridad, relevancia, congruencia y suficiencia de las dimensiones e indicadores. Como resultado, se desarrolló un marco que incluye siete dimensiones: Política institucional, Organización institucional, Normatividad institucional, Planes y programas institucionales, Modelo educativo en línea, Condiciones del trabajo docente e Infraestructura y equipamiento. Se concluye a favor de utilizar el marco aquí propuesto como guía para la autoevaluación de las condiciones institucionales que favorecen la calidad de la enseñanza en línea. [ABSTRACT FROM AUTHOR]
