Abstract (English): This text discusses strategies mobilized by Apaean leaders in their work in the field of exceptionality, with a view to obtaining public attention, political power and financial resources from the Brazilian federal government before the creation of the National Center for Special Education (Cenesp), in 1973. Historical and documentary research is used, compiling the data through legislation and documents issued by the government, newspapers of general circulation, edited during the 1960s and 1970s, as well as copies of the periodical Mensagem da Apae from 1963 to 1973. It was evident that the Apaean leaders acted with the power established during the military governments installed after 1964, expanding their network of influences and having some government support. Based on national and international contingencies designed in the early 1970s, the creation of Cenesp established a new dynamic in the field of Special Education, which became officially designated and institutionalized, directed and regulated by the federal government, although private-philanthropic interference in the direction of this educational modality has not ceased. Abstract (Spanish): Este texto aborda estratégias mobilizadas pelos dirigentes apaeanos em sua atuação no campo da excepcionalidade, com vistas a obterem para si atenção pública, poder político e recursos financeiros do governo federal brasileiro antes da criação do Centro Nacional de Educação Especial (Cenesp), em 1973. Recorre-se à pesquisa histórica e documental, compilando-se os dados por meio de legislações e documentos emanados do poder público, de jornais de circulação geral, editados durante as décadas de 1960-1970, bem como, precipuamente, de exemplares do impresso periódico Mensagem da Apae no período de 1963 a 1973. Pôde-se evidenciar que os líderes apaeanos atuaram junto ao poder instituído durante os governos militares instalados pós 1964, ampliando sua rede de influências e contando com algum apoio governamental. A partir de contingências nacionais e internacionais desenhadas no início dos anos de 1970, a criação do Cenesp estabeleceu uma nova dinâmica no campo da Educação Especial, que assim passou a ser oficialmente designada e institucionalizada, direcionada e regulada pelo governo federal, muito embora não se tenha cessado a ingerência privado-filantrópica nos rumos dessa modalidade educacional. Abstract (Portuguese): Este texto analiza las estrategias movilizadas por los líderes apaeanos en su trabajo en el campo de la excepcionalidad, con el fin de obtener atención pública, poder político y recursos financieros del gobierno federal brasileño antes de la creación del Centro Nacional de Educación Especial (Cenesp), en 1973. Se utiliza la investigación histórica y documental, compilando los datos a través de la legislación y los documentos emitidos por el gobierno, periódicos de circulación general, editados durante las décadas de 1960 y 1970, así como copias de la publicación Mensaje de Apae en el período de 1963 a 1973. Era evidente que los líderes de Apaean actuaron con el poder establecido durante los gobiernos militares instalados después de 1964, ampliando su red de influencias y contando con cierto apoyo gubernamental. Sobre la base de contingencias nacionales e internacionales diseñadas a principios de la década de 1970, la creación de Cenesp estableció una nueva dinámica en el campo de la educación especial, que se convirtió oficialmente en designado e institucionalizado, dirigido y regulado por el gobierno federal, a pesar de que la interferencia filantrópica privada en la dirección de esta modalidad educativa no ha cesado.
