Abstract (English): The objective of this research is to understand the risks in relation to urban planning and territorial ordering in public policies. The applied methodology included the analysis of documents in scientific journals indexed in Scopus, Redalyc.org, Dialnet, DOAJ, EBSCO, ProQuest, SciELO, etc. The results and discussion articulate the processes of managing, designing, executing and evaluating policies oriented towards human development in accordance with institutional agreements and regulations based on the search for information and relevant data on budgets assigned to the reduction of vulnerabilities based on the social construction of risk and policies aimed at DRM. Abstract (Spanish): El objetivo de esta investigación es comprender los riesgos en relación con la planificación urbana y ordenamiento territorial en las políticas públicas. La metodología aplicada comprendió el análisis documentos en revistas científicas indexadas en Scopus, Redalyc.org, Dialnet, DOAJ, EBSCO, ProQuest, SciELO, etc. Los resultados y discusión articulan los procesos de gestionar, diseñar, ejecutar y evaluar políticas orientados al desarrollo humano en concordancia con acuerdos institucionales y las normas a partir de la búsqueda de la información y datos relevantes sobre presupuestos asignados a la reducción de vulnerabilidades fundamentada en la construcción social de riesgo y las políticas destinadas de GRD.
