| Abstract (English): | The focus of this article is to show how philanthropy and the third sector disputed spaces in the policy of curricular centralization, via the National Curricular Common Core (BNCC), reinforcing the need for Brazil to invest in this policy to advance in the quality of education. We rely on Stephen Ball's studies on the new philanthropy and governance in the neoliberal imaginary, deepening the post-structural reading already pointed out by this author, through Laclau's and Mouffe's theory of discourse. As a theoretical-methodological path, we interpret the discursive disputes through political networks, with emphasis on the Lemann Foundation, the Movimento pela Base (Movement for the Common Core), the Colabora Movement, and the Todos pela Educação (All for Education), all chosen because they are considered the main agents of the mobilization in defense of the BNCC from 2017 to 2022. We argue that such political networks produce discourses that legitimize and subsidize the BNCC to be interpreted as a consensus toward the desired learning, reinforcing the policy of curricular centrality, associated with the defense of the need for a National Education System (SNE). We also emphasize the strength that these discourses assume the greater the transitivity of social actors between the public and private instances. [ABSTRACT FROM AUTHOR] |
| Abstract (Spanish): | El enfoque de este artículo es mostrar cómo la filantropía y el tercer sector disputaron espacios en la política de centralización curricular, a través de la Base Nacional Común Curricular (BNCC), reforzando la necesidad de que Brasil invierta en esta política para avanzar en la calidad de la educación. Nos basamos en los estudios de Stephen Ball sobre la nueva filantropía y gobernanza en el imaginario neoliberal, profundizando en la lectura postestructural ya señalada por este autor, con la teoría del discurso de Laclau & Mouffe. Como camino teórico-metodológico, interpretamos las disputas discursivas a través de redes políticas, con énfasis en la Fundación Lemann; Movimiento por la Base; del Movimiento Colabora y de Todos pela Educação (Todos por la Educación), elegidos por ser considerados los principales agentes de la movilización en defensa del BNCC en el período 2017-2022. Defendemos que tales redes políticas producen discursos que legitiman y subsidian el BNCC para ser interpretados como un consenso hacia el aprendizaje deseado, reforzando la política de centralidad curricular, asociada a la defensa de la necesidad de un Sistema Educativo Nacional (SNE). | Abstract (Portuguese): | O foco deste artigo é o de evidenciar como a filantropia e o terceiro setor disputaram espaços na política de centralização curricular, via Base Nacional Comum Curricular (BNCC), reforçando a necessidade de o Brasil investir nessa política para avançar na qualidade da educação. Apoiamo-nos nos estudos de Stephen Ball sobre a nova filantropia e governança no imaginário neoliberal, aprofundando a leitura pós-estrutural já apontada por este autor, por meio de Wendy Brown e da teoria do discurso de Laclau & Mouffe. Como percurso teórico-metodológico interpretamos as ações discursivas de redes políticas, com destaque para a Fundação Lemann; o Movimento pela Base; o Movimento Colabora e o Todos pela Educação, escolhidos por serem considerados os principais agentes da mobilização em defesa da BNCC no período de 2017-2022. Defendemos que tais redes políticas produzem discursos que legitimam e dão subsídio para que a BNCC seja interpretada como um consenso em direção à aprendizagem desejada, reforçando a política de centralidade curricular, associada à defesa da necessidade de um Sistema Nacional de Educação (SNE).
