Abstract (English): Law 21.040 of 2017 creates the Public Education System in Chile, formed by the Ministry of Education, the Directorate of Public Education, and the Local Public Education Services. The latter replace the management and responsibility that the municipalities and educational establishments were in charge of, constituting public bodies specialized in educational management, functionally and territorially decentralized, with their own professionalized staff, legal personality and their own assets. The objective is to understand how school principals have experienced and managed the de-municipalization and transfer to Local Services, what tensions and challenges they face. A mixed quali-quantitative study is proposed, with a sequential explanatory design, application of surveys and interviews to school principals belonging to Local Services. The results show that the principals are consistent in stating as main tension the administrative management, referred to the timely availability of resources, the approaches and regulations of school coexistence, the involvement of the Local Services with the schools and the monitoring of teaching and learning. We conclude that the challenges are the installation of specialized capacities and conditions in schools and SLEPs, in order to advance towards a real quality of Chilean education. [ABSTRACT FROM AUTHOR]
