| Abstract: | This study explores the mediating role of satisfaction with learning materials in the relationship between volitional competence and behavioral intention in the open and flexible learning environments. The research further investigates how behavioral intention toward learning materials mediates the relationship between satisfaction with learning materials and satisfaction with learning environment and behavioral intention to engage with the open and flexible learning (ODL) environment. In this study, scales were developed to measure satisfaction with the learning environment, satisfaction with learning materials, behavioral intention toward learning materials, and behavioral intention toward the learning environment. The results showed that the main determinant of the intention to use an ODL environment is satisfaction with the learning materials and the environment. This study offers indirect insights by analyzing the interplay between volitional competence, particularly in terms of satisfaction and behavioral intention. It elucidates the development of enduring ODL programs and learner-centric pedagogical approaches. Furthermore, the findings provide designers with ideas for creating more effective and satisfying ODL systems, with the aim of enhancing retention, completion rates, and long-term learner engagement.
