Abstract (English): The purpose of this research is to determine the views and practices of district national education managers regarding the talent management approach. A phenomenological research design was used in the study. The study group consisted of ten managers from different districts of Burdur province during the 2022-2023 academic year. Data were obtained through a semi-structured interview form and analyzed by using content analysis. It was reached that the definitions of talented employees by managers vary, but "communication and leadership skills" are prioritized. When views on talent management dimensions were examined; many wanted to have authority in the recruitment process, they emphasized representation ability and merit when assigning tasks, they paid attention to interests and abilities in task allocation, and expertise in performance evaluation. They also emphasized that being experienced should be the most important criteria in performance evaluation. The importance of in-service training in terms of development and the impact of collaboration and rewards in an off-duty environment for increasing motivation were emphasized. The recommendations for succession were found to include persuasion and motivation. While all participants expressed the view that talent management processes should be implemented in educational institutions, it is noteworthy that not all participants believed they were applicable under current circumstances. The research is believed to be a criticism and recommendation regarding human resources policies in educational institutions. [ABSTRACT FROM AUTHOR]
Abstract (Turkish): Bu araştırmanın amacı, yetenek yönetimi yaklaşımına ilişkin ilçe milli eğitim müdürlerinin görüş ve uygulamalarını belirlemektir. Araştırmada nitel araştırma yöntemlerinden fenomenoloji deseni kullanılmıştır. Araştırmanın çalışma grubunu 2022-2023 eğitim-öğretim yılında Burdur ilinde görev yapan 10 ilçe milli eğitim müdürü oluşturmaktadır. Veriler yarı yapılandırılmış görüşme formu ile elde edilmiş olup içerik analizi yöntemi ile analiz edilmiştir. Araştırma sonucunda, ilçe milli eğitim müdürlerinin yetenekli çalışan tanımlarının değişkenlik gösterdiği ancak "iletişim ve liderlik becerilerinin" önceliklendirildiği görülmüştür. Yetenek yönetimi boyutlarına ilişkin görüşleri incelendiğinde; işe alma(çekme) sürecinde birçoğunun yetkiye sahip olmak istedikleri, görevlendirme yaparken temsil yeteneği ve liyakati önemsedikleri, görev dağılımında ilgi ve yeteneklere dikkat ettikleri, performans değerlendirmede alanında uzmanlığın en önemli kriter olması gerektiğini vurguladıkları görülmüştür. Gelişim boyutunda hizmet içi eğitimin önemi, motivasyon artırmada mesai dışı ortamlarda birlikteliğin ve ödüllendirmenin etki gücü dile getirilmiştir. Yedeklemeye yönelik önerilerinin ise ikna etme ve motivasyonu artırma olduğu görülmüştür. Tüm katılımcılar yetenek yönetimi süreçlerinin eğitim kurumları için uygulanması gerektiği yönünde görüş belirtirken yine tüm katılımcıların mevcut şartlarda uygulanabilir olmadığı görüşünde olmaları dikkat çekicidir. Araştırmanın eğitim kurumlarındaki insan kaynakları politikalarına yönelik eleştiri ve öneri niteliği taşıdığına inanılmaktadır. [ABSTRACT FROM AUTHOR]
