| Abstract (English): | This article analyzes the evolution of public health in Brazil and its relationship with economic development, with an emphasis on the Health Economic-Industrial Complex (Heic). It presents a historical overview from the early 20th century--marked by unsanitary conditions, lack of sanitation, and high mortality rates--to the advancements resulting from sanitary policies, vaccination campaigns, and investments in science. The study highlights the Sanitary Reform, the 1988 Constitution, and the creation of the SUS (Unified Health System) as milestones in universalizing access to health care, evidencing their strategic role, particularly in primary care, system organization, and national immunization policies. It points out challenges such as external dependence on supplies and productive fragility, both highlighted by the COVID-19 pandemic. Finally, the article advocates for the strengthening of the Heic through greater state involvement, investment in innovation, and the use of public procurement power to integrate health, economy, and technology, thereby ensuring sovereignty, the sustainability of the SUS, and greater international competitiveness. | Abstract (Spanish): | Este artículo analiza la evolución de la salud pública en Brasil y su relación con el desarrollo económico, con énfasis en el Complejo Económico-Industrial de la Salud (Ceis). Se presenta un panorama histórico desde inicios del siglo XX, marcado por la insalubridad, la ausencia de saneamiento y la elevada mortalidad, hasta los avances derivados de políticas sanitarias, campañas de vacunación e inversiones en ciencia. Se destacan la Reforma Sanitaria, la Constitución de 1988 y la creación del SUS como hitos de la universalización del acceso a la salud, evidenciando su papel estratégico, sobre todo en la atención primaria, en la organización del sistema y en las políticas de inmunización a escala nacional. El estudio señala desafíos como la dependencia externa de insumos y la fragilidad productiva, evidenciados durante la pandemia de COVID-19, y defiende el fortalecimento del Ceis mediante una mayor actuación estatal, inversiones en innovación y el uso del poder de compra público. El objetivo es integrar salud, economía y tecnología para garantizar la soberanía, la sostenibilidad del SUS y una mayor competitividad internacional. [ABSTRACT FROM AUTHOR] |
| Abstract (Portuguese): | Este artigo analisa a evolução da saúde pública no Brasil e sua relação com o desenvolvimento econômico, com ênfase no Complexo Econômico-Industrial da Saúde (Ceis), apresentando um panorama histórico desde o início do século XX, marcado por insalubridade, ausência de saneamento e elevada mortalidade, até os avanços decorrentes de políticas sanitárias, campanhas de vacinação e investimentos em ciência. Destaca a Reforma Sanitária, a Constituição de 1988 e a criação do SUS como marcos da universalização do acesso à saúde, evidenciando seu papel estratégico, sobretudo na atenção básica, na organização do sistema e nas políticas de imunização em escala nacional. Aponta desafios como dependência externa de insumos e fragilidade produtiva, evidenciadas na pandemia de Covid-19 e defende o fortalecimento do Ceis, com maior atuação estatal, investimentos em inovação e uso do poder de compra público, para integrar saúde, economia e tecnologia, garantindo soberania, sustentabilidade do SUS e maior competitividade internacional.
