The author reflects on the public health practice of Ottawa Charter for Health Promotion in Ottawa, Ontario. The author shares that the charter has been designated in several miscellaneous ways, including a reference framework, a philosophy, a set of ideas, of orientations, of directions, and of guidelines. He stresses that the charter has seemed to be perceived more as a conceptual or theoretical instrument. |
