Abstract: The article focuses on changes being sought by the National Association of Regulatory Utility Commissioners (NARUC) and the American Public Power Association (APPA) in the proposed U.S. Senate climate change legislation. NARUC President Frederick Butler asked Senator Barbara Boxer to give more freedom to utility commissions in using a portion of the allocations to pay for energy efficiency upgrades. On the other hand, APPA placed emphasis on free allowance allocations and near-term emission caps.
