Abstract: The article discusses laws governing personal property finance in the U.S. In California, the Car Buyer's Bill of Rights was enacted into law on July 1, 2006. The Bill offers provisions on pre-contract disclosures, used car cancellation option agreements and a new definition for the dealer term "certified." It mentions that other states have implemented their own spot delivery laws. New Hampshire has required disclosures for cases in which the vehicle is delivered prior to a financing approval.
