| Abstract: | This paper describes the Model for Education Improvement and reports on an informal test of the hypothesis that the model is a valid description of the educational change process within a school system. The model combines well known elements of the change process--notions of external and internal inputs, the adoption process, and relating the adoption process to the entire system--in a new configuration. The structural design of the model, developed through observation of three Wisconsin school systems over 2 years, permits a progressive flow of ideas in the process of change and includes an improvement module. Data used to test the model's validity were provided through tape recordings and observations of meetings of change-agent teams operating in three school systems. Results indicate that the model is a suitable instrument for describing developments of the change process in school systems. Further indications are that the model has potential for serving as a prototype for decision makers to objectively observe the efficiency of improvement processes operating in their respective school systems.
