| Abstract: | This report contains findings of a comprehensive survey and an analysis of policies and procedures of US universities, colleges, technological institutes and professional schools regarding administration and conduct of scientific and technological research, including sponsored research and the handling of patentable discoveries and inventions resulting from such research. In addition to the general objectives of conducting the survey and analyzing the data, the project was designed to provide the factual basis for an understanding of the prevailing situation in higher education as well as within individual institutions, and an understanding of the impact of sponsored research on the educational program of institutions. The report was developed to meet the needs of all government agencies, foundations, and industrial companies interested in supporting academic research. Information on 949 institutions was collated and analyzed. The findings are presented along with individual statements describing procedures practiced at 349 institutions. Each of the 349 has formulated and adopted a formalized research and patent policy or observes a generally accepted practice of handling research and patent matters. Visits were made to and discussions held at 40 institutions actively engaged in federally sponsored research. (JS) |
