Abstract: This report, one of a series of country studies on higher education and employment particularly in continuing professional education, looks at recent developments in Germany in distance education. In particular the study compares its development in the Federal Republic of Germany and the former German Democratic Republic. The first of two main sections covers the historical development of systems of higher education in both countries as well as a look at the process of harmonization between the two German higher education systems after reunification of the two German states. It is suggested that in the old Federal Republic, regular university studies will probably continue to dominate while in areas that were the old German Democratic Republic, distance education (already in place and accepted) will be developed further. Also compared in the first section are study courses and study materials, information and dissemination, organization of studies, cooperation among institutions, legal issues, and funding. A second section gives an outlook and recommendations on potential developments in the unified Germany. This section makes recommendations on study materials and courses, information and dissemination, organization of studies, cooperation, and educational and legal policy issues. (JB)
