Abstract: A school building constructed 10 years ago may not be relevant to what is needed in a new building today. Methodology and curriculum change rapidly, and, as a result, buildings change as do the students attending schools today. The administrators in the school system are responsible for adequately planning a new capital-improvement project and monitoring professionals and technicians outside of the school organization who provide expertise in the process. This book relies heavily on the planning process and the role an educator has in it. It presents what educators should do to administer every process for which they have responsibility. The material is organized into 14 chapters: (1) Organization and Policy Planning; (2) Development of the Long Range Plan; (3) Long Range Planning: Program Development; (4) Student Enrollment Projections; (5) Long Range Planning: Evaluation of Existing Facilities; (6) Financial Planning; (7) Development of the Capital Improvement Program; (8) Employing the Architect; (9) School Site Selection; (10) Developing Educational Specifications; (11) Managing the Design Phase; (12) Bidding the Construction Project; (13) Managing the Construction Phase; and (14) Orientation and Evaluation. Included in the nine appendices are sample letters to architectural firms, forms of agreement, a work/time flow chart, a school planning checklist, a sample school appraisal form, and a construction supervisor position description.
