Abstract: This policy brief discusses the Early Childhood Education Career Development Ladder being implemented in Washington State. The initiative institutionalizes a career ladder with wage increments based on experience, job responsibility, and relevant education with a unique mix of public and private funding. The brief builds a case for the career ladder by exploring the role of child care in society and flaws in the current system of compensation for early childhood workers. Following an executive summary, contents are: (1) "Background: Our Need for Quality Child Care," including "The Context of Work and Family" and "The Child Care Workforce: Low Wages and High Turnover"; (2) "Quality Early Childhood Education Teachers Create the Foundation for Quality Care and Education," including"Brain Research, Early Learning, and Preparedness for K-12 Schooling"; (3) "Current Public Investments in Child Care," including "The Market Is Not the Solution," and "Child Care Wage Stagnation: A Discussion of Wage Discrimination, Market Failure, Public Goods, and Merit Goods"; (4) "A Supply Side Solution: The Early Childhood Education Career Development Ladder," including "The Washington State Career Development Ladder Project,""How the Career Ladder Works,""A Pilot Project Developed from Best Practices,""The Status of the Career Ladder,""The Career Ladder Enhances Teachers' Economic Security," and "Unionization and Professionalization"; and (5) "Public Support for Public Funding for a Public Good," including "The Dignity of Work and American Values."
