Abstract: A study assessed the first two years of a three-year initiative to test the potential of extending sectoral employment strategies among 10 organizations, most of which were new to the sectoral employment field. Five organizations increasing low-income workers' access to good jobs were ARCH; PhAME; Training, Inc.; WIRE-Net; and Project QUEST. Five making low-earning, low-benefit, low-opportunity jobs better were DARE; Careers in Health Care; Quality Care Partners; Primavera Works; and Temporary Worker Employment Project. Findings indicated most participants had at least a high school or general equivalency diploma; many had steady full-time employment in the past; most had been unemployed at some point during the prior two years; many saw lack of skills and education as barriers to getting better jobs; most lived in low-income households; and typically had zero net worth. All 10 programs launched programs to serve individuals; the 7 organizations that focused on training had a 47 percent dropout/termination rate (primarily because of two sites, ARCH and PhAME, with long training programs); training programs graduates appeared well prepared for the labor market and nearly 85 percent found jobs; and progress at the nontraining sites was uneven. Each organization increased its knowledge about targeted occupations, developed allies, and refined its strategies. These factors contributed to achievements or lack of them: lack of time for planning led to a slow start; government support has been important but inconsistent; necessity is the mother of intervention; and competing priorities inhibit sectoral strategies.
